Classification & Compensation Study
As you may be aware, the County’s Classification and Total Compensation Study was initiated at the beginning of the year, after the County selected and contracted with Arthur J. Gallagher’s consulting practice formerly known as Koff & Associates (the Gallagher team) to conduct the study. The Gallagher team was selected through an open Request for Proposal (RFP) process as they have over 40 years of experience providing classification and compensation services to public agencies. The Gallagher team will be working in partnership with the County to conduct and implement this critical study.
STUDY GOALS
- Positions are properly classified;
- Classification descriptions are reviewed for possible updates; and
- The County’s compensation plan is externally competitive and internally equitable.
On this page, you will be able to access documents and files related to the Imperial County Classification and Total Compensation Study.
Employee Orientation
As one of the initial steps of a comprehensive classification study, several orientation meetings have been held for all County employees that are not covered in the Merit Systems Services

Position Description Questionnaire (PDQ)
A Position Description Questionnaire (PDQ) is completed by the employee and is intended to provide a complete description of your current assigned duties. It is a tool for collecting meaningful information about the specific characteristics of a single position. The PDQ describes duties, responsibilities, supervisory relationships, and other details of a position.
In the event that an employee was unable to attend one of the employee sessions, Gallagher prepared a separate in-depth recording on how the PDQ should be completed, which can be accessed here.
Prepopulated PDQ's
For employees in the classifications listed below only, pre-populated PDQ’s have been prepared as an option for you to complete if you prefer; it is the same format as the other PDQ’s but Sections 7 (Description of Your Work Duties) and 14 (Knowledge and Abilities) have information already placed in them from the current classification specification. You can, of course, use the standard PDQ, hyperlinked above, if you prefer to do so.
